I'm very dubious as to why the ratio has dropped so dramatically.
Perhaps it really is luck, doesnt feel like it though

If you do the enchanting writs, you will get.
I on average get at least 1 a day or 1 every 2 days, a pattern doth emerge in my mind hehe.
I don`t know about the crafting reward has anything concrete to do with it, as I mainly got kutas in hirelings before 1.6, but on enchanting reward level 4, your chances of getting a kuta is high.

Kybotica✭✭✭I just got double kutas from a special node in Craglorn from writ rewards, and I got one in each of my two hireling bags today. Also got one in a hireling bag yesterday, and one in my writ reward container as well. So that makes six in two days.
I got a tempering alloy, a dreugh wax, and whatever the gold woodworking mat is (mastic? Turpen?) from my three writ reward bags.
On top of that I got a tempering alloy from one of my two hireling bags today.
