Is increasing or maxing recipe quality and/or recipe improvement a prerequisite to receiving purple provisioning ingredients for a character with rank 50 provisioning? Or is just having 3/3 hireling and rank 5 enough. Is there a difference in chance with quality/improvement levels? And how about crafting writs? Do i need to place 6/6 in improvement and 3/3 in quality before I can receive crafting writs which reward purple ingredients?

Level 50 provisioner for a long time. Almost all the skill points invested. I chose not to spend time on writs and received 2 frost miriam from l2 hireling from Upadate 1.6 until this week, when I started doing writs. I received 3 for the first writ, and no more yet. Still no more from hireling.
