This is a quote from the article linked above:
"And, you don’t have to pay full price for the game twice. For 14.99 EUR/12.99 GBP/ 20.00 AUS, eligible PC and Mac players will have the option to add a full, digital version of ESO on either the PS4 or the Xbox One with your character transfer(s), and another 30 days of included game time."
Considering the game is now buy-to-play, does that translate into 1500 crowns in lieu of 30 days of game time?
@NewBlacksmurf Honestly, ZOS could go either way with this. On one hand we're still getting 30 days of game time, because the game is B2P now of course. On the other, this was mentioned during a time when a subscription was required, which means they were basically offering up a free month of subscriber access, which these days equates to 1,500 crowns, along with all the other perks of an ESO Plus membership.
Given the wording of the statement, I would except them to grant 1,500 crowns and a month of ESO plus to those who choose to copy their characters over. If they didn't though, technically speaking they're not going against their word, so you can't really fault them for it.

Things that won't transfer are in-game mail, guilds, friends list, ignore list, Trial leaderboard status, AvA leaderboard status, and crowns. Be sure to retrieve all of your items from your mailbox before purchasing the transfer!

So, for instance, if you redeem a mount or a costume with your crowns on PC/Mac prior to the transfer date, then that content will be copied along with your characters to your respective console.
