    Yes, it's happened to me, there should be a safety net of some sort when items are just laying around and not in a container of some sort.     NO. You should not have to pay the fine for a badly implemented part of the justice system. No excuse for having stealable things very easy to accidently click right next to or behind a quest giver or quest object.

    Sorry for such a long time to reply I really couldn't stop laughing so much once I read it and could not think of a reply which would honour your comment.

    So... The next time you have a accident that results in a fine being paid, please challenge the fine so that you have to go to court. Then let me know when and where your court appearance. I will make every effort to attend as the comedy value would be phenomenal as you explain that the fine should not be paid due to badly implemented law. I'm sure the judge will see the error of the law and order the State to fully compensate you for wasting your time. I wouldn't recommend running down the street and accidentally swinging your sword into the face of some poor person, I heard some police forces really don't like that behaviour resulting in you not having to go to court.

    I usually yell "murder!" and "guards!" when I see someone commit a crime. It would be nice to kill them/get killed by them instead.

    not intrested hope they dont do it at this point. they dont need to split their player base any thinner. open world pvp makes general mmo players whine, so even hinting at that your gonna stir up some stuff. id rahter just get a CONFIRMED release date for the imperial city expansion cause we all know that isnt gonna go for less then 40$ lol. bet ya 6months after console they start hyping eso "2" with new zones raids and guess what? imperial city? rofl just speculation but lets watch and see what happens :D

    You make it sound like when they get done with the tutorial a V14 is waiting for them to own them... Those beginners don't even have a bounty on them, hence cannot be attacked.

    Have you ever played PvP in this game??? I just started 3 weeks ago and lemme tell you something... If you go into sneak in PvP, you are hidden from your enemies. This game has one of the best sneak systems for an MMORPG.

    In my previous post I stated that the ability to kill another player for bounty should only be activated as soon as a player's bounty reaches a certain value (murdering innocents for example, not stealing a spoon or some bananas), that point still stands for me, I just didn't mention it again.

    Thank you for explaining the game mechanics to me. I never understood them even though I'm playing this game since the first beta. Clearly I needed someone with huge amounts of game experience like you to make things clear for me. If you know the game's sneaking mechanics so well, then you should also know that you get visible as soon as you interact with the game world, like when you're using doors or something. Teleport to Cyrodil and try to go through a door, alone and in an area full of enemies that are aware of you (players in PVE WILL be aware that you just murdered some civilians). I guarantee you, you are dead before you even have a chance to draw your weapons. There is no way to sneak through a crowded city without other players noticing you, not even for the sneakiest Khajiit.

    So you're telling me that you would not be mad at all when you just check your map and suddenly your hard earned legendary crafting item or Ninrcrux is gone? Yeah right.

    I'm not against PvP bounty hunting in general but a few things are necessary for it to work.
    - Player inventory has to stay untouched (for fairness AND obvious exploitation possibilities)
    - Bounty value dependance, just like it is with the city guards atm. Being able to kill another player just because he stole a napkin is totally over the top.
    - Level dependance: players can only hunt for bounty in their own level areas +/- 1
    - Rewards shouldn't be so high so that you can actually "live" from it. It should be a fun aspect, not a way to become Scrooge McDuck rich. ~5% of the bounty would be a good start.

    Their player base has actually been growing. I'm confused as to where you're getting your information from.

    Some of us pay a premium every month. I expect added content or features to existing content and features. I rather not have a brute force of expansions rolling out every 6 months.

    As long as I can opt out I don't, care but my experience with player bounty's they turn into a grief fest, swg I had friends that could not even play it got so bad, it has to be something thought out and tested well, which don't seem to happen in today's mmo's :(

    It's good that all of us are discussing this now. But I just want to point out that there will be a player-player interactions in the works for the Justice System (i.e. Player Guards) that will be implemented in the future phases of the system.

    At QuakeCon last year the say with the Justice System it would be world pvp if i reminder right and honest i have see nothing of it only that guard want you pay if do things and also the Justice System was only half done we should have got Dark brotherhood as well if i also reminder right.

    But it feel last 2 big patch we got the "content" was only half done for CP system should have remove VR lvl when it was fully integrity which it should have been with patch 1.6 CP system should have been full integrity to the game which in my eyes it is not

Bounty hunters do the work of the city guards outside the city walls. But this time, the bounty hunters can be killed, unlike city guards.

    For those that complain or have negative comments about this idea are the ones who can't properly steal stuff. What I would say to them is stop stealing. Or flip the Justice System switch to the off position, that way you cannot be accused of any mistaken wrong-doing. It's really as simple as that. Players need to understand that thieving is not for everyone in the game. The same way as tanking or healing is not for everyone in the game. Certain classes and races have abilities and passive abilities that that improve the chances to successfully steal items, and those who don't have those abilities have a higher risk of obtaining a bounty if they steal. Right now, those that do it wrong aren't really feeling the severity of the levels of bounty they receive. World pvp bounty collecting would change that.

    This only phase 1 of the Justice system, and I'm pretty sure I read that there will be a PvP aspect to it that can be opted out of.

    Anyway .... if the bounty thing was limited to the whole KoS rank, then I wouldn't have to worry about it. I hope.

    Basically, I like exploring, questing, fishing .... I do not enjoy being killed a lot. So if there is a way to make PvP justice system and have low-skill paranoid intermittent thieves like me not "get killed a lot", then okay.

    I'd turn around and become a hard core Bounty Hunter. Hunting ONLY gankers, vermin that pesters normal city folks of Tamriel. The bully who steals from a child will get my axe! Raah!

    Right now too much gold is being made without the pvp portion of the justice system. It has to happen.
