If you have all three riding upgrades on your mount, it will appear as though you don’t have any upgrades. This is only a visual issue, and will be fixed in a future patch.

The bug with horses CONSTANTLY stopping movement completely mid-gallup was also mentioned on this thread and NOT addressed in the patch. It has been around since 1.6 launched and as far as I can tell ZOS hasn't even acknowledged it yet. This visual glitch with saddle bags disappearing once you had armor and reins now morphing into NOTHING showing when you max all three is just a known bug getting worse.
This patch was actually very minor and did not fix really much of anything of note. The issue with the Templar ability Eclipse causing you to completely lose the ability to attack when it blocks a spell has yet to be acknowledged let alone addressed.
There are many other serious issues, and it isn't so much people are frustrated they aren't fixed instantly as ZOS seems to have a very negative attitude about it as well, where they go into defensive "they're all making fun of me" mode and refuse to communicate with their customers. This leaves those trying to report legit issues feeling like they are the ones that have done wrong, and are just picking on poor ZOS again. IMO that is also a "toxic" environment.
If ZOS would just communicate, learn to update the "known issues" threads and actively post a timetable for a fix to critical issues, people would at least not feel like they were the first to stumble onto something that wasn't already being looked at.
The problem is communication. When you don't have enough and are still affected by major bugs, it diminishes consumer confidence and people start expecting bugs behind every occlusion.

Probably more of a "we knew it was an issue, but didn't have time to fix it before patch" type of thing. Not game breaking enough to delay a patch for.

This is roughly what happened. We're in the process of fixing the issue where only 2 of 3 upgrades would show on your mount. In simplest terms, only part of this fix went into this patch and as a result, none of the visual upgrades are currently appearing. Again, this is strictly visual - your upgrades are still there, and it only affects those who have all 3 upgrades. This will likely be fully fixed in our next incremental patch.

this whole forums is full of crybabies that complain about low exp rate and this and that class overpowered

As a side note: I would love it if we could toggle the visibility of those upgrades. It's something we've talked about doing, but would require a lot more work than it seems on the surface.
Glad to see the issue is known and worked on already, was headed here to check that out (having the problem myself). Please god, if you guys are going to make saddlebags show up on horses, change the art. Make them look like bags on guar, the "backpack" saddlebags are ugly.
