I have discovered what might be an unintended mechanic of the Justice System that has really deepened my immersion! I wasn't quite liking the aura that surrounds everyone now so I went into the setting menu and turned all the auras off. The only time someone has a glowing outline now is if I can loot their body for something. I personally do NOT want to kill innocents, but I kept the option on for my own personal gameplay's sake. I've been having fun and there is a development I've been noticing...
I don't know who are innocent NPCs and who are enemy Mobs.
I mean, I KNEW I wouldn't know before... I knew I wouldn't know when I turned the auras off, but the other day it hit me how that lack of knowledge has altered my gameplay significantly.
Once, shortly after the justice system began, I ran up on a camp and killed one of the people there... one of the innocents. I felt terrible and I got a bounty because of it. I paid my fine to the law and vowed to try to be more careful. This has lead me to approach each and every wilderness camp with a sense of caution. Finger at the ready... anticipating the need to draw my weapon. I wonder "Is this one a friend... or a foe?". I never know until I get up close and try to talk to them. They either greet me, or draw their weapon.
It's an amazing application of the Justice System and I don't know if it was intended, but thank you
@ZOS_MandiParker! I don't want to steal and I don't want to kill, but this little addition to the game has made my enjoyment of ESO increase multiple times over! So, thank you!

What ESO really needs is an Auction Horse.
That's right...
Horse.
