Did some testing on Igneous weapons this morning after I noticed it didn't seem to be doing anything.
With melee weapons, attacks don't register as heavy unless they're fully charged.
With a staff, "medium" attacks still count as heavy, dealing increased damage and increasing the duration.
From everything I've seen, it sounds like igneous weapons should increase damage and duration for anything registered as a heavy attack (even if it isn't 100% charged). Which means while it is working for staff users, melee weapon users receive no benefit from medium attack weaving.
I'm relatively new, so I don't know if this was introduced in a recent patch or if this has been in place for a while.
