Chat Bubbles not showing

I have chat bubbles enabled in settings. I have turned off chat bubbles for only known players. But still, I don't see any chat bubbles at all. Is it like this for everyone? Am I doing something wrong?

Do you happen to have any add ons running? If so, please give a shot to disabling all of them and then reload your UI. Let us know if the chat bubbles reappear
