What do you mean by Leveling Guide? (what sort of info do you want it to give you?) There are addons that will show, on the map, quest locations and other things. There are also enhanced quest journals.

Note that Craglorn XP was reduced significantly with the latest patch, so it is now probably faster to level VR1-VR14 in Cadwell silver/gold zones.

You don't really need any sort of guide to be honnest! Just enjoy the game! ESO is not like your usual MMO where the game starts at endgame. Take the time to enjoy the stories and the landscape. Allow yourself to get immersed, to be side tracked! You may be surprised about how fun the game is, and you will even not notice that you are leveling!

If you want to find sky-shards and mage lore books fast and where all the quests are. (which makes leveling fast)

Get the following addons
Lorebooks
Skyshards
Destinations

This means you will never miss a quest but it does remove some of the 'go out and explore' part of the game as its all shown on your map already
