- after the patch has been successfully uploaded to the server and tested
- after the notes have been translated into French and German
- SOON

mhmfrogub17_ESO✭✭✭I think they don't release the patch notes early because they don't want people complaining on the forum about how things are going to mess up their builds.
100 people read the release notes early 90% would complain, if they release it after the servers open, than 80 of those 100 would now be in-game leaving only 20 people on the forums out of which 18 would complain.
On a more serious note...whoever it was the duct taped that cat should be arrested for animal abuse.2 -
