Casting a Mages Guild ability increases Spell power by 10\%20% with your next magical attack for 8 seconds.

I doubt he's seeing that passive, given that it was changed in 1.6.
In 1.6, it grants the Major Empower buff for 5 seconds (+20% damage on any attack). I wonder when the snipers figure that out
