Some people are posting pictures of non-clothing items (regular armor), and I think that's the confusion. I'm not going to stop them from posting armor(as if I could), but I will only link to clothing pictures in the original post.

They are individual pieces. Not outfits. Use a little imagination and put what pieces you like together.

I like the vest/top on the last picture quite a bit.

You mean the entire kilt, which traditionally is an article of clothing that hangs down to the knees?
Or do you mean the apron that is stitched onto it?

If you mean specifically the latter, relatively certain the piece is one of the common ones worn by Blacksmith-style NPCs and is supposed to be a worker's clothing item.

The "outfit" is not really an outfit so much as the last group of pieces that made their way into my inventory -- they are dyed similar colours to make them less disparate, but would not necessarily wear them together in game.
Seemed better than just popping in with my character standing around in a new shirt and her underwear or just a regular piece of gear though.

Try two ships, NW docks, in Daggerfall. I think I got almost everything there. Castle there and the inn might also be worth a look, as well as the bank and a couple of the side buildings in Vulkhel Guard, AD.

Covenant Castles are an excellent source. Also some of the Altmer "inn" buildings in dominion territory. They often have areas that guards just don't patrol.

Basically every article of clothing I've stolen has come from the Vulkhel Guard bank building.

Thanks for the insight @driosketch @starkerealm @Samadhi , will try those places.

It's just weird, I've done a lot of thieving routes and such, raiding every wardrobe/chest/trunk/dresser/etc., and these just do not appear. I'm sick and tired of finding "boots" and "gloves" hahaha.
