There is no cap in the champ system and xp bonuses apply additively pre and post lv50. Well, there is a cap (3600 points) but it's pretty far off in the distance and a lot of the passives are imbalanced in regards to DR. That cap is also adjustable to allow future progression. The xp pots are showing 50% bonus xp for 2 hours in the in-game tooltip that is floating around. Granted, that's subject to change unless we don't say anything. The original statement made by ZOS was altered to not guarantee that these will be obtainable by in-game means as opposed to their original guarantee.
My guess is this will be their money maker. It's a bummer that power is already planned to be sold on the cash shop. I guess there's an exception to the rule and xp pots are that exception. I'm sure people will disagree with me in some form but paying to get extra crit or what not is definitely p2w and a lot of those champion passives are VERY strong.
Watched a stream yesterday that exhibited it and here's the tooltip for the "XP Booster". AKA P2W in a glass.
Understand your pov, but my time is worth far more than anything they would charge for exp/ap boosts. It would be a small price to pay to have an enjoyable character to play.

It was an item code from in-game. When someone links you an item it is actually a corresponding ID.it was obviously just some hater with the power of photoshop we have nothing to worry about in ZOS with eso i know lots are mad at them [why?] but i think this game will be great by update 10

As a PvP player, I gather that suggestion from your signature and previous post, you would understand that power in PvP is relative to those you are fighting. The people that play 12-14 hours a day with this xp boost at a 100% up time will still roll over anyone that this "convenience" item is supposedly aimed at.
That cap of 3600 is still there though, and because of the Champion System's diminishing returns, the closer you get to it, the less each increment is worth. I personally would only really consider something as P2W if it gave a permanent advantage, and this doesn't.
If you noticed the xp changes last week, as in they lowered them across the board, i am guessing that this is the reason, with the 10 percent bonus for subs and then throw in xp potions you should be almost close to where we were xp wise 2 weeks ago, the ones i saw were 2hr/50 percent with a 7200 second cool down on them and they are supposed to stack with rings of mara/sub bonus
Also, is an XP potion really P2W? Just because someone is getting XP faster than you, doesn't mean they will be more powerful than you, they just cap out faster.

This is the difference between 750 & 500 CPs for a stamina build:
- -5.3% Stamina Costs Spells/Abilities
- +4.5% Stamina Regeneration
- +5.1% more Healing Reduction
- +5.8% Light/Heavy Attack Damage
- +9% Physical Critical Strike damage
- +5.9% Armour Penetration
- +1.2% Spell Resistance
- -6.9% DoT damage taken
- -5% Poison/Disease/Magic damage taken
- -5% Flame/Frost/Shock damage taken.
- When killed, heal Allies within 8m by X
- 50% reduced Gathering times
- Better items from Treasure Chests
- 15% chance to return X damage to attacker when blocking a melee attack, 5 second cooldown

10% XP potion is not worth leaving the game in my opinion. If was larger I could understand, but 10% that is not that sizeable of an advantage to give up on all my toons and the time I have invested.
The only thing that would make me leave the game is if they sold something in the store as advertised and nerfed it to death without offering the crowns returned. Then I would give them the middle finger lol...

If they are indeed an actual 50% boost by themselves, then it will only take 3 members of this community to scream nerf and they will do so. This staff has conditioned the gamers to whine about anything and they will change it (Legit XP grinding spots, CS Pots, Classes, Light Armor, etc, etc...).
