locked containers are the exception. You will attract attention as soon as you switch to the lockpick screen. It's the same way with locked doors. If you see that it's locked and still try to look inside, then that is the same as trying to steal something in the eyes of the law.
Browsing through unlocked containers will not get you into any trouble unless you take the contents.

They are on the EU Server.
On EU in Ebonheart Pact the Imperial Motifs still sell regularly for 90-100k gold. The EU/NA economies are very different.

Grapdjan✭✭✭✭But yeah, to circumvent the justice system in future heists simply look in boxes till you see something good, then use an invisibility potion and grab it, while standing right next to a hapless guard, who watches you look in said box, disappear, then watches the box open, become empty, then watches you reappear in the very same place, and does nothing.... ThisOnePosts✭✭✭✭✭Oh this **** makes me laugh. You should have clicked escape then ran your a** off (pro tip: let them swing at you and block to stun them then jet).

He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -
