IF I had to guess, I would say they are using skills that have too many paritcle effects for the server to render correctly and spamming them. Like caltrops.
Ever notice you get invisible caltrops and pulsar doesn't show and all your nifty effects start to drop as soon as you get around certain player groups?
Its because they understand they can tax the server connection by spamming skills, its not something new, they simply exploit the way the game creates particle effects for each individual player's skills.
Lots of little tiny renderings at a massive speed cause the server to eat a rolo.

Later on, I was playing ESO.2. I charged at a player and promptly fell through the floor taking over my maximum hitpoints in fall damage. I'm fairly sure the player I charged was using a particle-effect-lag-fall-through-floor-hack-exploit.

As far as that whole Crystally thing........ That person used to be on top of the boards ALL the time, then took a short "vacation" and now look. So yeah, I doubt that person is actualy doing anything anymore due to having been caught in the past and having been punished for such.
