1 megabit(i.e. mbps) is 0.125 megabytes (mBps or MB/s) so given by that you are actually downloading around 55-56% of your optimal speed (the ESO launcher uses bytes rather than bits btw).1 -

I live in an area noone really has internet. Alot of abandoned houses etc. So my speed is always lightning fast since Im most likely the only one using this hub out here lol.0 -

The % shown is not a % of downloaded file size, it's % of an arbitrary decision by ZOS to split the process into parts and allocated a portion of the % bar to each of them. The first part is the download and goes slowish. The second equal sized part (in terms of percentage) is applying the patch and that goes very quick. It is an odd way of doing it and causes untold confusion every time there is a big patch.GM - Ghost Sea Trading Co - NA PC

ESO patcher does it in several pieces. Download then patch, download then patch etc...

It appears the 20-25gb download they mentioned is actually accurate as the 13gb already finished, it applied and now it is grabbing another 6gb.
