Slow/delayed skills suddenly

I've been experiencing strange slow or delayed skills for the past couple days. I haven't seen this before. For example Shield/Critical charge, pounce with werewolf, teleport strike with nightblade. Any skills like that that do fast attacks like that. With the charges, they're very slow as if I'm just running to the target before they hit. With the pounce/teleport it's as if it hits before I actually appear and see the animation. It seems very much like server lag, but my PR stays pretty normal at 90-100. I've disabled all addons, wiped out usersettings.txt and shader.cooked. I reset nvidia control panel settings. Everything else seems pretty normal except this. Two things I've done recently: I forwarded ports for ESO in my router and I reinstalled Windows (7 x64). Before reinstalling I backed up the game and copied it back to the drive, reinstalled all VC++, etc. Can't think of anything else that would cause this issue. Thanks in advance for any response.

Edit: maintenance fixed this apparently.
