The "unable to build ultimate" bug is still here Patch 1.6.4.

I played 2h/bow for hours in medium template armor with no problems. I used and built ult just fine.

I switch to the template heavy armor and equip 1h+shield duel once use my alt, then from that point on I can no longer build ult. I need to relog. Here's the kicker though, from this point on no matter what armor or weapons I use I will continue to bug and not be able to build ult. I will build for about 1/2 a duel then stop. It will remain this way until the next patch.

This has been happening for 3 patches now.
@ZOS_GinaBruno @ZOS_JessicaFolsom Please someone forward this on. I've bugged it several times.

adding to this, the ulti gen bug is NOT linked to having 3600cp, the bug happened to me with 3200cp also, testing various other numbes of cp as i go

Can you let us know which abilities you're using when you run into this? Any repro steps would be super helpful.

thanks gina! it seems to bug out quicker the more cp i have spent, and it seems correlated with other bugs like damage stacking or disappearing health bars and alliance indicators... it happens across classes and during various attack rotations... one second i'll be generating ultimate on light/heavy attacks, the next it simply stops

I've also had this bug when using 1H and shield on a DK, and gaining ultimate by blocking. In fact, it has occurred way too often in Cyrodiil when fighting NPC guards.

it's related to blocking for sure,if you block after some time the generation bugs out

I also think it is related to block. And sometimes it happens after I die but before I died I used blocking.

There was a bugged shield item back towards the end of beta that would cause this exact behavior and may be the same bug when blocking. You couldn't gen ult again until unequipping it, relogging, and then using any other shield. It came from the abbey quest in Stormhaven, called The Abbey Wall (L15ish). May be something for the devs to look in their fixed bugs history for and see if it has any internal relation to this bug being caused.

Whatever the bug is, it's in the warrior tree. Max theif and mage can gain ultimate but max warrior or a section of it causes this bug.
