Stuttering/Spikes in Glenumbra always at the same spots!? (server-sided?)

Hello! ^^

At some spots in Glenumbra (but always the same spots) I get short stutters / lags / spikes.
It feels like a sudden 1-2 second fps breakdown.
I already opened a thread about this issue in the german forums (Link), but I think more people will read and check it out in here!

Well I thought this is a server-side issue, because I get this stuttering on three very different machines in three different networks.

i7-4770k | R9 280X Gaming 3G | SSD
i7-3770k | ATI HD Radeon 7700 | HDD
i7-3770k | Intel HD Graphics 4000 (!!) | HDD

I tried so much to solve this issue (also with the help of eso-support), but the stuttering is still there..

- Video settings max or lowest
- VSYNC on or off
- Window or Fullscreen
- No Addons
- Reset all Settings (deleted liveeu-folder)
- Windows without autostart-programs and unnecessary Services
- Firewall on or off
- Virus-Protection on or off
- CPU Multithreading on or off
- Trying out different UserSettings.txt
- PTS 1.6.3 (Stuttering still there)

So here are the places/spots in Glenumbra where I get the stuttering/spikes.
At this spots I get this stutters 100% every time. But once it stuttered, I have to relog or change the zone, to get the stuttering at that place again.

1. Port to the daggerfall wayshrine in Glenumbra. Leave the city east over the bridge. Once I enter the bridge, its stuttering.

2. Continue the path until you reach the next bridge. Behind the bridge walk along the river (left side) until you reach the top of a waterfall. Stuttering again at this point:

3. Jump down the waterfall, walk along the river (right side) until you reach a green particle-effect on the ground. Here again.. short stutter:

I also created a video from spot 2 and 3, which shows my issue. It is stuttering at second 9 and second 28!
It's hard to notice this in the video, InGame you notice this much more.

Perhaps some of you can check out these places/spots in Glenumbra.
It is important to visit the spots from the directions I explained, otherwise the stuttering could be offset a little bit.

Now some will probably say how picky I'm. But these places are just examples of my issue. Places where the issue happens every time when I enter them. There are many other places I get this. But mostly in Glenumbra.

It would be interesting to know, if some of you get this stutters, too! Or even better.. someone with a solution! ^^

    I retraced your steps and i also got stutter at the spots you pointed out. However, it was almost imperceptible - i only noticed it because i was specifically looking for it. Also, it only happened once, for a second or half a second, when i first arrived at the spots.

    I would say that there is something, some graphical effect, that puts some strain on the video card, and it becomes more perceptible the weaker the card is (or maybe different brands/drivers sufer less, i am running on Nvidia 750Ti).

    I would not say it is server-sided tho. Just the game client wanting the GPU to display something it has trouble with(graphics are all part of the client). It's not internet lag, just screen lag.

    Woah, @Sharee you are the first one who also noticed the stutter at these spots! Thank you so much for informing me.. now I know.. it is not only an issue for me!

    And yes it is only happening once. But if you go away from these spots and relog (or change zone), you will notice this stutter again, when you arrive at the spots.

    I think because the stutter is almost imperceptible, some people say, they didn't notice or didn't have this issue!

    The problem is.. the german support already said, that they cannot reproduce this stutter at the spots. XD

    I've reported these as well as many others in all three areas, EP, DC and AD. I was told they are transition areas. CS also said that my connection was the reason I saw the stutters. My connection is fine and this only started a few months ago after an update. Players complain about these spots all the time.

    I've updated drivers, repaired, worked with Level3 and my connection is not the problem.

    Odd question, do either of you happen to play on PTS? If so, does this occur on the most recent iteration of 1.6?

    Yes @ZOS_GaryA, the stutter does still happen for me. Even on 1.6.4. Nothing changed. :|

    I'm also getting this same breakdown in FPS that drops my FPS for 2 seconds and then jumped back up quickly. It's more noticeable while sprinting on my horse than it is running and I receive it in every zone. I didn't notice if they were roughly the same areas but now looking back I think they were since when I'd do tests when changing settings I'd run laps around the areas I was in.

    But as someone above mentioned they'd come back only when I'd log out and then run back to the estimated areas or ran very far away and back.
