Does shards proc on Werewolves NOT in werewolf form in the PTS?

Seeing as werewolves aren't effected by Poison in human form, they shouldn't be effected by Shards either.

Wolves are horribly inadequate right now as is, and the bonuses you get while being in human form is what, 15% stamina regeneration? If they start making Werewolves susceptible to Shards and other Fighter's Guild things then no one will use them anymore in PvP.....

well i just got hit for 17K from silver shards in the PTS, twice; by the same player, and I WAS NOT in WW form.

well i just got hit for 17K from silver shards in the PTS, twice; by the same player, and I WAS NOT in WW form.

Sure a new bug isn't just running around? That doesn't seem overly high as most players have 25k + HP from what I've been told, even then it is 70% ish... Seems like it proc'd... Did you hear the sound? Or do you have to die to hear the screams?

In that case, @ZOS_GinaBruno can we get some clarification, cause it does seem that 17k from a single Shard attack is a bit... Odd, and if it can proc on werewolves not in form, I don't recall seeing that in the patch notes.
