Major bug with strange layers on screen

Lately when the server lags out in Cyrodiil I have been getting this:
I don't know what say other than we ran into the keep, up the stairs and wiped the top, then a train of 50+ reds rushed up and surrounded us and my screen went crazy. It goes away when the keep clears up, I literally can't play when this happens. It's happened 3 times lately, all on my DK, all during fights where there's tons of people around and everything lags out. ='[
