In the current state of the game the Imperial passives are incredibly strong mostly because they are raw statistics instead of worthless regen or novelties like increased swim speed. One can reach tremendous health and stamina stats when compared to the other racials available to players. I understand that you want to keep the Imperial race desirable since it's a crown store item however it does need a significant revamp to keep it competitive when choosing a race. Imperial is close to a no brainer at this point.
With that said I think that this would be a good place to give feedback or suggestions regarding the
Imperial race as a few racials are being or already have been altered with 1.6. Compare it to other races sure however let's attempt to keep this topic away from the the "My race is so weak" kind of conversation. Let's focus on giving suggestions instead.
Current Passives:
Tier 2 passive

- 10% chance to restore 6% health on melee attack.
My suggestion:(*For formatting reasons*)
In my opinion rewarding such large pools of raw stats creates an imbalance. Luckily, with the Imperial race there is the Red Diamond passive. I think that if the stam/health pools are reduced however the chance and % of health it restores at max stage is increased and the chance are increased it would be more in line with other racials. Still powerful but not the obvious choice for a melee character (Some spells and/or weapons can both proc the passive).
I obviously haven't tested this set up however it's general layout on how to give your valued suggestion.

- 15% chance to restore 8% health on melee attack.
Let's hear some good suggestions and hopefully Zenimax Online Studios can make a necessary balancing change.
