Frankly, the immersion issue here should be sufficient to make costumes more restricted in pvp. In pve I can opt to just ignore and stay away from people running around in weddingdresses or jokersuits (and I imagine it will be quite a few of those running around). In pvp you cant ignore people in the same manner because youre actually fighting against them. This is still a TES game, immersion is more a focus here then a simple "coolfactor".
I do believe that ZOS does care about immersion for this game. If anything removing more visuals from PvP is more likely... seeing as how they've not addressed the lag for a long time now and have resorted to removing torch bugs and deer among other bandaids.
Lore and immersion are BOTH tertiary to gameplay and monetization.

If people want to wear costumes or colourful armour, they have the right to do so. Simply because you don't want to see the variety in style preference, doesn't mean costumes should be disabled. Your excuse that it breaks immersion is priceless. In a multiplayer game, you don't get to decide how other people choose to dress their characters.
