Resolution.
When outputting to the monitor through the HDMI you're increaseing the resolution the video card has to output to, so taxing the graphics card a lot more.
I suggest installing a program like MSI Afterburner and comparing vid card usage and heat on laptop vs. external monitor.
If it doesn't seem that the video card works harder on External monitor it could be another issue.
Also, try turning VSYNC on/off to see if that helps.

This is going to be based on the standard resolution of the monitor (16:9, 16:10, 4:3). Could you please let us know what the resolution of your monitor is, as well as the resolution of the laptop's monitor?

For the monitor, we'd recommend settings it to 1280x720 and see if that helps with this issue. This effectively halves the resolution, but maintains the same aspect ratio, so the stretching issue won't occur. This is also close to the laptop's native resolution, so the performance shouldn't take a huge hit.
If you notice the same issues at 1280x720, let us know and we'll be happy to make some alternate recommendations!

@ZOS_GaryA Just want to point a thing here, the main problem was the directx!
I thought that dx9 will perform better, but after I changed to dx11 my fps doubled!
Now I'm playing at 50-55 fps in the laptop's monitor, and with 30-35 fps with the external one (without having to reduce resolution or play with a little windowed mode)
