Why Doesn't ZOS Utilize Something Like Runelabs?

While browsing around I came upon a very interesting system in use by Jagex (Runescape Devs) and after having a look it seems that it's actually a really great feedback system and it would be great to introduce something like this to ESO. What it would entail:
  1. Player submits an idea to a place. Let's call it ESOLabs. Your ideas must meet a certain criteria. For example, how big should it be? What sort of category is it in e.g Combat, PvP, Crafting?
  2. Other players support the player's idea through support votes.
  3. If the idea receives enough support votes, your idea and a bunch of others are reviewed by ZOS every month.
  4. If approved, ZOS passes the chosen batch of ideas on to the players and a power vote is held on each one.
  5. If the votes succeed, the successful ideas begin development and eventually are implemented into the game in the next update!

ESO Live is good and it's nice that they're improving the show every episode based on feedback, but I think that ZOS could do a better job at communicating with their playerbase and that they should start being a little more transparent about certain topics.

    Because they try to look at all our ideas, they ignore the ones that won't work, they do the ones that will work.

    Dyes, suggested by players.
    New sets, suggested by players.
    New Mounts, suggested by players.
    New Locations, suggested by players.
    Getting rid or Veteran levels, suggested by players.
    The Champion System that's replacing it, cobbled together from suggestions by players.

    I could go on (not by much though), but I think I make my point.
    People believe what they either want to be true or what they are afraid is true!

Your ideas must meet a certain criteria can be freeform, but elaborated and well-thought-out posts have a better chance of getting noticed. For example, how big should it be? What sort of category is it in e.g Combat, PvP, Crafting?
    2. Other players support the player's idea through support votes supportive comments.
    3. If the idea receives enough support votes positive attention, your idea and a bunch of others are collected by CMRs, reviewed by ZOS's devs every month regularly. Ten bucks say that "outstanding player submitted ideas" are a recurring topic on daily/weekly/monthly meeting schedules.
    4. If approved, ZOS passes the chosen batch of ideas on to the players and a power vote is held on each one. they'll go into design and project planning stages.
    5. If the votes succeed, the successful ideas begin development and eventually are implemented into the game in the next update! when the devs feel they are ready for release.

    There. Not the same, but also not so different.

    I don't see this as something in ZOS best interest. I could see it used as ammunition for complaints. While it's interesting and would be great for the feeling of communication I just don't see ZOS doing it.

    No please. Let the players play and the developers develop..
    Players ideas aren't good most of the time. Especially in a certain forum ( ͡° ͜ʖ ͡°)
