New Inferno: Bug or outdated tooltip?

According to the patch notes, Inferno is not supposed to have a cost, but in the game itself, while the inferno skill does not have a magicka reduction cost, the 2 morphs state that they do, but do not actually apply.
Some clarification as to whether the patch notes or tooltips are outdated would be nice.
