So I finally get 400k xp while in Cyrodiil and it said I've gained a Champion Point in Mage. I go and look and I have no points to spend, and I still have the same total amount of points that I started with (which also happens to be 65, not 70). It appears it didn't reward me a CP at all. Bug report number 150129-001192.
