Why did jewelry enchants get the shaft?

on Live, armor bonuses to spell dmg were like 8 points, where as jewelry enchants were around 13 or so...... well on PTS armor bonuses to spell dmg are like 170ish and jewelry enchants are only 45?!?? Is this intentional? It just seems a little backwards
