Honestly, the tick down rate does need to be tweaked. I had a character with a 4k bounty... and figured, rather than pay it, I'd just log for the night. That worked out fine. But, even though you deliberately did this, there needs to be some mechanic to deal with stratospheric bounties like that.0 -

I think hiding out in the outlaw refuge should net you added benefit in the cool down department. Although, I did have to spend a good deal of time hunting down the innocent folks around Tamriel in order to get to that point.

I thought it would have been safe being completely in another part of Tamriel and within another Alliance zone.
False... as soon as I teleported I had to flee from several guards chasing me.
It seems these guards have a great intelligence informing them in every Alliance and corner of Nirn, probably even in Coldharbour!
Surely Elden Root, with its floors and locations to reach the outlaw refugee, is not an easy town if you have to flee.
Maybe another entrance within the tree could help.
The map is not so clear and one entrance is indicated outside while it should be on the part of map of ground floor.
Btw, have you tried to pickpocket a guard?

Yeah, it'd be nice if the bounties were faction specific. It's not like there's a war going on or anything. If you go kill AD soldiers in the AD zone, you still have a bounty for that in DC or EP.1 -

My bounty is over to million lol i used regular civilians to grind on and took there tresure items that are expensive and sold them to the fence and i make about 20.000 just from selling about 80 items it's fast to farm them also i love being a criminal i just go to cold harbour to do business or outlaw refuges0
