Level 1 Starting Character Armor

The last time I went into the PTS prior to 1.6 and made a new character, I saw that the starting armor sets were different from what my live characters had when the game first launched. Today, however, when I made a new character on the PTS, the previews were still of the "new" style, but the actual clothing you start with is the same original "prisoner" clothing.

Since I haven't made a new character on the Live server in about 10 months (8 slots full), I don't know if these outfits are obtainable or not, all I know is that they WERE on new characters in the PTS before and now they aren't. I'm a fan of the grimy look they have and was curious if new characters are supposed to start with them. If not, are they obtainable at all?

They are found in chests in the tutorial area. They are obtainable in 1.5 too, I have a full set of the medium armor and a bunch of light pieces on the live EU server.
