Forcing Skills to Scale off one resource type?

At least when mostly everything but weapons scaled from magicka you could focus on that and use the full skill line.
I thought we were going to be able to choose either a stamina or magicka build and morph skills accordingly.
It appears as though some have this option and some don't. This effectively eliminates entire skills from a focused build type.
For example, NB surprise attack... Only stamina based. So for magicka NBs the skill no longer exists.
Am I misunderstanding something?
BTW, forcing CP allocation in a linear fashion is a massive constraint. How then do we focus our points on 1 char and specialize?
