No. ESO is a multiplayer MMO game, not a single player game. In a single player game like TES: Oblivion, you can have extreme imbalances between such as where Bretons could gain 100% immunity to all spells just by equipping a single ring.Race should mean something, if a player wants a new race, roll a new alt or live with it. If ZOS starts treating race as a number game, it will take meaning and purpose of lore. Like or not, ESO is and should always be based on lore and not some random number. We have 8 char slots, learn how to use them.
They will update/change all Racials in a future Patch, after that, there should be a free Race Change,
They should also implement a Race Change for Crowns into the Store. Always a good way to make some money.

With the upcoming changes in 1.6 to combat mechanics and to stamina/magika/hp functioning, we can safely assume that some racial passives won't be optimal anymore for some builds. Some of the players chose a specific race to fit a defined build and playstyle wich in 1.6 may or may not be obsolete.
That said, I think we should be given the option to a one time change race to all of our characters on the account.

Eitherway it doesn't matter, if the racial's aren't optimal you can put the skill points you put into those racials into something else.

Who cares if someone else race changes. It doesn't effect anyone else but the person who race changed.

One's choice of race is a core decision when creating a leveling a character, changing it on a whim .. or in the current context as a hissy fit .. doesn't only affect the person concerned.

Clearly you're an RP/casual player. For example Argonian, Nord, Khajiit etc. will always have lower max stats than Imperial Breton etc. , no matter what he or she does.
