Make merchants and quest givers attackable/pickpocketable with client-side reactions

First of all I gotta say, thank you so much ZoS for the justice system! It's breath of fresh air :).

Now as most of you probably noticed, right now players can't do any harm to quest givers and vendors. They obviously did this because they don't want to let players d*ck around with others' progression and/or interactions with vendors. This is something I absolutely one hundred percent agree with. This is an MMO, so this decision was a no-brainer. However as I wander around the cities despite the fact that I know why they did this...it just feels weird. Being able to attack only the "filler" NPCs feels like a watered-down experience. Therefore I would like to make a suggestion.

How about making all the quest givers and vendors attackable and pickpocketable, but unlike the regular "citizens", these NPCs would only have client-side reactions? So for example if I attack a vendor NPC, other players would see me slashing through the "model" of that NPC and that's all. Same as before the justice system. Other NPCs could still react to what I did and I would get my bounty.

Also to make sure players can't shoot themeselves in the foot by screwing up their own game, even on the attacker's side these NPCs wouldn't be able to die or start running around, fight back. They would basically just stand in place....while you keep hitting them in the face or pickpocket them.

    umm.. NO..because it is no fun to end a quest, head to the turn in, and some prigg high-level keeps killing the guy for two hours as soon as he spawns, "just having my version of fun".

    Hmm.. unless they all wore a shield that insta-killed anyone attacking/pickpocketing them. No guard intervention needed. THAT would be fun.
