Its not a bug. Why do you believe you should be able to? Nothing in notes or devs communication about being able to.

I don't like costumes as implemented. What I would LOVE is to see an armor system like in Guild Wars 2 where with a stone (forgot what they are called), you can morph any armor in the game onto your combat armor for a different look and dye them. I would buy a million (slight exaggeration) morphing stones from the store for this purpose. On second thought, I would spend way too much money so never mind.
I agree, Rift GW2 and Aion, had one of the best armor customization I have played.
I was excited to see ESO costumes being addressed in 1.6, but not being able to dye them, is disappointing, and now curious to see what the crown store has in store, only reason I would want crowns would be for armor vanity.

Which costumes are you talking about? The crown store is not open yet, but I know you can loot some costumes from NPC's.
HOWEVAR!
Lootable clothes (like the kind you find in barrels & such) are dye-able. I was running around with some guildies last night, half of whom were wearing disco-esque corsets.
