Attributes Rebalanced But Gear Not Rebalanced?

I am still getting significantly more health (1.5x) than stam or magicka on set bonuses and gear enchants, even though the amount of health given through attribute allocation in comparison to mag/stam has changed considerably. Is this intended? People will then put 0 in health for attributes and instead simply get health through set bonuses and enchants.
