If that was directed at me, it's just a thematic thing in the guild, not an actual gameplay requirement. But, you'll run into that occasionally. Groups that are WW only or Vampire only, or none of the above only.

I belive the fact that people have to look for endgame content guilds on the forums and in zone chats is a symptom of both the "megaserver" architecture and the five guilds policy.
Back when I still played WoW (10-6 years ago), everyone on any given server knew the best PvE and PvP guilds on that server, as well as most of the ones that did reasonably well.
You could also find out pretty easily by looking at the guild tags of well equipped people in popular cities.
If you wanted to get in touch with members of those guilds (if you didn't know the guildmaster's name/the address of the guild's website by heart already), you just /searched for online members and contacted them.
In ESO, on the other hand, there don't seem to be any guilds that are in everyone's mouth. There are simply too many of them. There also aren't any guild tags to go on and even if there were, there is no way to tell the quality of a character's gear. Last but not least, there also isn't a way to check for online members of a specific guild (other than asking in /z).
Part of the reason for this might also be due to the fact that there is no hard raiding content to speak of, so people also aren't talking about how guild X beat raid Y after only Z time of it being released.
This is why I, alongside many others, have been asking for better guild communication and recruitment tools, such as public guild rosters, for a long time now. To my knowledge, none of the threads about this issue has had any official responses to date.
If I remember correctly this wasn't intended and was to be "looked into" for fixes. Vampires certainly don't have this advantage.Those advantages are available in human form without any drawbacks (no extra dmg taken from poison or fighters guild abilities),

A guild is a club, you don't join some clubs, you need to be vetted. That might just be a conversation, to make sure your not going to annoy everyone, or a test of your skills.

At the same time, most clubs have access to better methods of advertising than screaming in zone randomly.
It wouldn't be a terrible idea to have some kind of notice boards you could slap an advertisement for your guild up on... IE a searchable UI interface that lets prospective members seek you out. Either as a UI element tied to the guild panel or as an actual interactable in each zone's major city.
