Supernatural Recovery (vampire passive) not working

Supernatural Recovery (vampire passive) is not working. Some people have said it does work for them while for others it doesn't.
What I mean by that is the 10% increased magika and stamina regeneration from Supernatural Recovery it doesn't apply, while the 75% slower hp regen on stage 4 it does.
Not sure if it's a common bug or only happens to a few people. For me it worked correctly earier today but at some point it stopped working correctly, not sure when or why.
Any word on this?
