A 40 block area of the city was raised 1 story to prevent flooding, I couldn't find any photos but there are windows exactly like this in Chattanooga. I'll keep looking for them, hopefully I will find it soon. Some references indicate anywhere from 2-20 feet in backfill depth...and it was in the 1860s that it occurred....pretty sure if it can be done in the 1860s in real life then it could be done with a powerful mage is ESO...like the little girl who could move the ground in greenshade.
I say leave it and consider it to be better imersion

You are absolutely correct, I looked around at the map and saw evidence of flooding, sadly there will be no lorebooks to state if this happened because technically Cyrodiil is supposed to be a jungle. Thanks for the research to help explain one of Cyrodiils' strangest phenomena
