Did you buy the game through steam, the official ESO store or another location?
Did you launch the game using the default launcher and complete all the required updates?
Did you change any DEP settings? All your drivers and windows up to date? Any other error in your windows system or application event logs? Any exclamation points in device manager window? Please copy and paste the stackhash error from the windows event viewer.
There are two choices for DEP in the normal Windows dialog.
1. Turn on DEP for essential Windows programs and services
2. Turn on DEP for all programs and services except those I select.
Which one did you select?
If you chose #2 you must add an exception for ESO.exe and the launcher exe and likely other programs too if you get errors. It is preferred to choose #1
