So as you well know, in the land tamriel, Skooma = Cocaine. So Zos will have to add some part of justice system with daily quests about catching skooma smugglers etc. so yeah.

No, it'd be GREAT. @ZOS please say there's skooma dens and all that entails being added. I mean we'll be allowed to murder innocents for crying out loud (with obvious consequences) I'd think Skooma use, trafficking etc...(with appropriate repercussions) would be somewhat less morally reprehensible.

Nah... this one say, all Kajiit will be in need of moon sugar until all the wrinkles in update 1.6 are ironed out. This one and his race will share with those with the proper incentive. Maybe make update 1.8 the skooma update.

You mean, something like this? Skooma may be added but they have enough already that they are getting ready for Update 6. Maybe in 7 or 8?

Skooma does NOT = Cocaine, because Moon Sugar is a narcotic, which cocaine isn't--it's an alkaloid and a potent stimulant. An overdose of cocaine is likely to cause either cardiac arrest or a stroke. Narcotics don't do that; they produce sleep. These are the effects of Moon Sugar consumption: "It has analgesic and soporific effects; it makes users "happy and stupid."" Cocaine will not produce these symptoms, but morphine or most of its derivatives will. Morphine is nearly always prescribed for pain (analgesic) In addition, illegal morphine/heroin is traditionally cut with milk sugar, so it very closely resembles the description of Moon Sugar.

So Moon Sugar in this universe would likely be a morphine or a derivative of some sort. Check it out--the properties all match. If you're curious, check out something called the "white nights of morphine."

FYI, something I just remembered: Cocaine is a pain reliever--of sorts. It's not an analgesic, but topical anaesthetic, not the same thing at all.
