Bug? - Broken Interrupt

Been playing in Cyrodiil for a while and I've noticed a few abilities that can't be interrupted despite being channeled. Rapid Strikes, and a Restoration Heavy Attack. The resto attack doesn't bother me much, it does no damage and they have block dropped for a while but it bothers me that I can't simply bash the person and interrupt it.
Rapid Strikes, is completely different. In a 1v1 scenario this ability is god tier, it ultimately destroys your stamina in under ten seconds if you block it, and if you don't it easily does 600 damage + 300-400 at the end of the ability, and ontop of all that, you can't interupt it, despite it being a channeled ability. This needs to be fixed pronto as I've run into alot of NBs abusing it lately. And it makes me a very sad Panda
