Cannot Lauch the Game (Error 1)

When I try to launch the game wither with the Launcher and ESO.exe, either with or without run as administrator I get "eso encountered a fatal error (error 1)".

When I run the Repair in the Launcher it ends up starting to download the whole game again. The game was working fine until I ran some things on CCleaner. Should I let the Launcher Repair download all 25+ gigs or should I uninstall and reinstall the game?

I've been really enjoying the game so I hope for a fairly quick respones.

I don't know if it helps, but this is Error 1's description in the ErrorStrings file:

CANT_OPEN_PACKFILES=Fatal Error 1.\nClient will be terminated.

So, yeah, I'd say try the repair. You could attempt to cut the download by deleting the .version files (Go to Program Files/Zenimax Online/The Elder Scrolls Online - there's then one in each of the three folders in there) but it's not guaranteed to work.
