A staff is not a polearm. Polearms are made for melee(ish) combat.
That said, I was thinking that would be absurd... until I remembered my Nord gets a flat 6% DR. You can have what you want.

I agree with you on this point, how magic staffs are used in ESO, they are melee weapons, but let us step back from the game for a bit and think about it.
We is a magic staff? It just a length of wood with a weight at an end. (for the focus point of the spells). What real life weapon close to a magic staff and also a melee weapon? A Bo staff! As one can see in this video, it can be used as a weapon. The way one spin the staff and how one use will be a little different because of the weight at the end then what is shown in the video, it will take much to see in one's mind eye how such a weapon is melee. So a magic staff can be melee weapon. Also, if we replace the weight at the end for the magic focus and put a blade there? that is another type of real world weapon, we can used a base for how to use a magic staff as a melee weapon.
This is a little off topic, but a magic staff is a melee weapon even if ESO does not show it as such. I do not want to talk about this game, but it shows how a magic staff is used a melee weapon.
