Cannot enter the Lightless Oubliette

Hi, I am having a strange problem. I am in Coldharbour trying to complete Army of Meridia. I have completed the other objective to rescue Vanus. I am outside the Lightless Oubliette. I am at the door to the dungeon that is near the wayshrine.
I cannot enter the door, the option is greyed out. I am not sure if this is a bug or if there is someone wandering outside that will tell me to go in?
I abandoned the quest and restarted it with the Groundskeeper. The previous objectives were recognized, King Dynar still needs to be rescued, and the door to the Lightless Oubliette is still greyed out.
Any advice would be appreciated.

Without too many spoilers, the Lightless Oubliette comes a bit later in the quest line. Have a look around The Moonless Walk. There are some interesting things going on around there that may lead you to King Dynar
