How will Heavy Armor be fixed?

It is pretty clear that heavy armor has not been fixed. It has been inferior to light from the beginning, and is now inferior to medium for most purposes (esp. PvP). ZoS introduced some resource return on heavy a few months back, but as many of us predicted at the time, it was nowhere near enough to close the gap.

So the question is: how will heavy armor be fixed (assuming ZOS recognizes that it is still inferior)? How do you think they will try to fix it, and how would you fix it if you could?

    I've been using heavy since Day 1 and nothing else with no problems. But then again, I'm not a cookie cutter stick and skirt fire Mage.

    I have always used heavy armor (although I did try light after reading so much about it).....My dragonnight does better with heavy so I went back to heavy months ago because I fight toe to toe almost 100% of the time. With light armor I died a lot........I only die a little in heavy.
