New Error Message

I normally do not experience crashes, only the extreme lag while playing in Cyrodiil. Today the game just shut done and gave the following error message.
"Too many other files are currently in use by 16-bit programs. Exit one or more 16-bit programs, or increase the value of the FILES command in your config.sys file."
Like I said, after playing for the last 8 months, this is the first time I ever seen this error message.
