Ping response times through the roof

Tonight (Sunday 8pm-ish GMT +11) I had multiple ping response times of 3000 while in PvP as did guild mates who were in PvE in various zones. I bug reported it as did other guild mates, but I thought I'd bring it up here as well.
The same thing happened last week at about the same time (and bug reported then too), as well as the week before (ditto) with response times going up to 11k (and zone in PvP complaining loudly).
Has anyone else seen anything similar? What time was it for you? Did you also bug report it?
