Issues With Bow Skill Scatter Shot

I am having issues with the bow. Maybe this isn't new but I just started a NB and using a bow again. As you can see in the first picture I am in range and should be able to deal damage. Yet I shot the bow three times, no skills, the tiger took damage, then their health bar filled up again and they didn't move. On the fourth shot they started attacking. Then I used Scatter Shot when they were in range and it didn't work. Shot it till my stamina ran out and it never slapped them back away from me like it should. So I reverted to saving myself and using Strife to gain health and the first three tries I got nothing. On the fourth try I finally got enough health that I could finish off the tiger. Then my Strife effect just hung there in mid air for a few minutes...ugh..
