I believe "Travel to player" puts you on the same weather pattern. At least..I've tested it a couple of times in game and so far it seems to work.

They might, but if they do it will increase everybodies lag, which on occassion is bad even in PVE (jumped into a city yesterday, and was hit by massive lag/delay).
