Server Latency - Started ~10 days ago - 500ms-12000ms latency

SOMETHING has had to have changed on ZOS's end in the past 10 days or so. Certainly the server lag was never good but there was always at least a good reason for the latency (100's of people on screen). Now I am getting latency spikes of between 500 and 12000 ms in an EMPTY PvE zone. The spikes seems to occur randomly and last for about 2-5 minutes. Then latency goes back to under 100ms for a few minutes.... Then another spike.
By latency I mean my FPS is fine, I click a skill and see it go off 5 seconds later and wykkeds display says 5000 latency. Yes I restarted my router/dsl. Yes I removed all addons etc etc etc
Game is basically unplayable at least for me.
